The College was started under the leadership of Shri. Lening Bareh, Shri. Mangkashang Khongshei and Shri. Shining Star Khongthohrem by the consent of Seng Khasi Riwar Mihngi who wish to fulfill the earnest desire of the youths living in Pynursla and within its vicinity to become graduates. Although the idea of starting a college was in the mind of every member but it was not until the 29^th June, 2009 that the college became operational and B.A (General Course) was started in the name of Riwar College under the aegis of Seng Khasi College, Shillong.

It may be mentioned that Riwar College is affiliated (Provisional) with the Central University, the North-Eastern Hill University, Shillong
