Student Council

The College Student Council shall be called ‘THE RIWAR COLLEGE STUDENTS’ COUNCIL’. It is a union of the students of the College and shall function as a purely academic body and as per the Rules and Regulation of the College. Student Council of the college is an elected body of students and always joins hands with faculty members and college administration to ensure overall development of the college.

The Objectives of the College Council are: –

1. To encourage the participation and cooperation of the student’s community in upholding the dignity and integrity of the college.
2. To give space for student’s representation for coordination in various activities of the college.
3. To promote opportunities for the development of character, leadership, efficiency, knowledge and spirit of service among students.
4. To provide a clean, comfortable and inviting environment where students, staffs, faculty and community can relax and interact socially.
5. Active and energetic propagation of the principles, especially of tolerance and harmony for which this nation stands for the cause of national unity and integrity.
6. To provide quality extracurricular activities of an educational, social, cultural and recreational nature to the campus community.
7. To serve as a laboratory where student volunteers can plan and implement programs from the conceptual stage through completion and evaluation.
8. To assist in the personal development of students, through both formal training sessions and daily interaction, in the areas of leadership, moral and values clarification, social responsibility, self-realization and interpersonal cooperation.
9. To address issues of diversity and maintain an atmosphere where all individuals and groups feel comfortable and empowered.

The union shall be subject to the rules and regulations in force in the college as well as those notified by the principal from time to time. It shall not assume the right to speak or act on subjects falling within the responsibility of the principal. It shall not engage itself in any manner in any political activity and limited their working system within the campus only.

Membership:

All the bonafide students of the college currently enrolled and admitted by the college authority are automatically ordinary members of the College Union and all shall have the right to vote and contest at the elections of the college council. Designated members of the Teaching Staff of the college shall be honorary members of the Council without the right for voting. The principal shall be the Ex-officio member of the College Council.

Term: The term of the office bearers is one year.

Election Rules and Conduct:

The election to the College Union will be done through electoral college consisting of elected representatives from each class. The members of the electoral college elect students from among themselves to the post of the Vice President, General Secretary and various post.

1. The election to the college student union will be conducted under the Riwar College Election Tribunal under the supervision of the principal assisted by the Returning Officer.
2. The principal will notify the date of election, code of conduct, submission of nomination and declaration of result etc.
3. Intending candidates may collect and submit their candidature from the office using the prescribed Nomination Form to the Returning Officer on production of their ID and fee clearance receipt.
4. The duly filled form shall be handed over to the Returning Officer within a specified date and time.
5. Only valid forms shall be entertained and considered for further processing. Incomplete forms shall be rejected.
6. The Returning Officer will have to supervise the smooth functioning of the election.
7. Every class shall elect 2 Class Representatives, one each from both genders i.e. male & female.
8. Each candidate, except the post of the Vice President, should have an Assistant which may be regarded as Co-opted Executive Member of the Students’ Union.
9. Voting shall be done by means of secret ballot voting system.
10. Candidates securing majority of votes shall be declared as elected. In case of tie, there will be re-election in that post(s).

Function of College Union Executive:

1.The meetings of the Union executive shall be summoned by the Chairperson or Secretary with the sanction of the principal.

2. The meeting shall be presided over by ex-officio member or the Union Advisor or in their absence by the Student Vice-President.
3. Whenever there is difference of opinion on any matter among the members of the Union Council, the matter shall be decided by the ex-officio member or the union advisor appointed by the principal as final and binding.
4. The Student Vice-President and the Executive members shall hold responsible for the maintenance of order, decorum and dignity at all gatherings of the College.
5. The Student Vice President or the Secretary/s or Union members should not invite anybody from outside the College for any College function without the prior approval of the principal.
